Axe is the man. I wouldnt recommend jungling him, but if you do, this is about the best way to do it. Stack small camps, kill some medium camps, get to level 3, and then do some battle hunger harass in lanes to assist in kills and then profit with a late blink dagger so that you can actually initiate.
