If you shift-que Eul's, Blink, Shadowraze, and Requiem you will finish channeling the requiem 0.03-0.06 secodns after the cyclone ends. While this doesn't prevent BKB/Rage and Phase-Shift dodges, in all other circumstances you should get max potential damage if you target the Blink correctly.
Optimally you should sue the E raze in case you need further damage to kill the enemy. Also, since the AoE where you can Blink and get full damage is rather small you should target the Eul's first, then add the Blink/Raze/Requiem just before you get to 700 range.
The better way to do it is shift-que Eul's and Raze, then que the Blink and Requiem during the raze animation. This gives you plenty of time to target the blink correctly during the Raze animation.
